[Simpletest-support] adding HTTP PUT to web tester

Hi, just a small comment on:

The reason why I didn't follow up on this originally and fold this
code into trunk is because PUT support is an aspect of HTTP 1.1, which
involves a few more things than just this one feature, and I didn't
want to make the client pretend that it was 1.1, when it really
wasn't.
