On ubuntu i installed this package
 php-sqlite3

But i suspect this is the correct PECL package.

Package    Stable/(Latest) Local
SQLite     1.0.3 (stable)        SQLite database bindings

If you can confirm this, I'll add it to the documentation. Let me know your OS
