#1 Check cron service in SBCP

Check that the "cron" service is set up on the user's
system in SBCP, report on whether or not it is.
Possibly provide a button to allow the user to set up
the service.

One possible implementation is to run a "chkconfig" command
from within the application and parse the output to see if
the service is on. Same implementation can be used, with an
"su" or a "kdesu" if necessary, to turn the service on.
