I just found your great work and am trying to test it. I wonder if the code is double-byte friendly or using utf-8 as default. I can contribute Chinese translation and modification idea when I know more about this project.

Sidocre is highly configurable. You can either change charset or customize HTML pages.
You can find how to translate here http://sidocre.sourceforge.net/sdr/en_US/translate.html.
HTML pages can be edited using *.tpl files (documentation is available here http://smarty.php.net/manual/en/\).
