fwiw, after boot, restart 1st the client side instance of openvpn AND then the server-side instance seems to bring the tun1 interface, and connectivity across the vpn, up.

this is different behavior than I'd had before the SW version upgrade, but it does seem to be, at least, a dependency order issue.
