#4 Install problem

I have done everything possible to get shopCMS
installed, however it keeps coming back to me that there
is an error in the DBI file. Here's the error I get:

Software error:
Base class package "DBI" is empty.
(Perhaps you need to 'use' the module which defines
that package first.)
at E:/Perl/site/lib/Freedom/DBI.pm line 2
BEGIN failed--compilation aborted at
E:/Perl/site/lib/Freedom/DBI.pm line 2.
Compilation failed in require at
C:\Inetpub\wwwroot\public_html\shop\cgi-
bin\shopcms\install.cgi line 24.

C:\Inetpub\wwwroot\public_html\shop\cgi-
bin\shopcms\install.cgi line 24.
