#19 mind blank dont work on npc's anymore

all newly coded npcs totaly ignore mind blank. please
this has to be fixed. this spell is a quest spell.

now it works just fine for pking people . but White robes
are not meant to go out and pk everyone they want.
thanks. like i said mind blank dont work on any of the
new npcs that have recently been added.
