#4 SCP fails to copy files with size 0

SCP fails to copy files with length 0, such as the files in the /proc filesystem

It seems the offending code is in the SCP_ReceiveFile(,,,) function as the filesize is used as the size of the read call.

This looks like it was fixed by Tamir in IO.cs. I did a put and a get using and zero length file and didn't get an exception. I should be releasing something soon. If you can't pull the source and recompile let me know.
