Hi,
I faced the same issue (Ubuntu Dapper - SQLite version 3.2.8) and "fixed" it by forcely upgrading "libsqlite3-0" and "libsqlite3-dev" packages to Edgy's versions (3.3.5 at the moment).
I tried a bit of gdb on it before, and all I understand is that sqlite3_exec returns an error code without actually providing anything back through &err.
