Patches section is better for updates, because it's difficult to work with long multipage tree forum structure.
So one patch section thread per one language looks simpler for me. And same patch thread can be updated for new translation for same language.

Also, since there is no discussion for "7-Zip translation", you could add it. instead Open Discussion and Help. This is only suggestion.
Here's my concept would looks like:
Name topic: 7-Zip Translations
Description topic: Post here if you have something to say about translating 7-Zip.
Because there is no lock post in sourceforge, that is why. Some lock post ability does include from phpBB and vBulletin.
