Logged in as administrator, uninstalled 7z413b,
rebooted, installed 7z414b, rebooted
Login as myself, and I have no context menus for
sevenzip and an empty program menu item.
Add/Remove list does show 7-Zip 4.4 beta as installed.

Found a workaround -- browse to program files\7zip and run
one of the files with FM in its name, and choose
Tools/Options and click on one of the extensions.
That seems to make the context menu handler work, at least
for the currently logged in user.
Still, 4.13 didn't have any of this problem, AFAIK.

Part of this appears to be fixed with 7z415 beta.
Details, fixed part:
I uninstalled 7z 4.14 beta.
(intervening events include rebooting)
I installed 7v 415 beta.
(intervening events include rebooting but no invocation)
I logged in as regular user (not Administrator)
I right-clicked a directory, and I see the 7zip "Add to
archive" option.
Details, not fixed part:
The program menu group is still empty -- I think that the
items were actually added to the All Users group, but the
security on them was set so noone but Administrator could
read them.
