When viewing inside a zip file using Deflate or

Deflate level has no meaning in 7-zip.
Look: 7-Zip normal is better than WinZip-Max.

It may technically be true, but that's not how users perceive. Although 7-Zip offers multiple compression levels, when setting 7-Zip's deflate to -9, the zip header will be reported as 'DeflateN', even though it is the highest ratio offered by 7-Zip (and most other deflate engine for that matter). That creates inconsistent user experience. Besides, the Deflate level helps users to determine whether the archives need to be repacked for maximum space, or sacrifice space for speed. It's not all that useless.
