Probably that bz2 file was created by lbzip2 program.
Can you confirm that?
If so, then we know that lbzip2 can create BAD bz2 archives,
and there are reasons why 7-Zip shows errors for some lbzip2 archives.

You can ask creators of these bz2 archives to repack all "bad" bz2 archives (that were created with lbzip2) with another bz2 packer.
