#1388 Related to #1231 Always user Temp folder is used

Regardless of the setting under Tools/Options/Folders used for temp folder always the user temp (%TMP% or %TEMP%) setting is used.

In fact:
For decompression, correct directory is used if in window Tools/Options/Folders "Use for removable drives only" is unchecked.
But indeed, for compression, only %TMP% or %TEMP% setting is used.

So it's getting difficult to decompress huge archives when C: disk is almost full!!

I have tested on 9.34 alpha 64 bits version
