[RPI Map Dev] Two RPI Map updates

Per Feb 4 joint meeting, I made

* a web page that contains the list of RPI buildings and their aliases
in plain text.

  http://map.rpi.edu/data/locations

  I'm making a script to have this list updated nightly

* a specification document on RPI Map web service design

  http://tw.rpi.edu/wiki/RPI_Map_Web_Service#getImage

  Please let me know if you have other suggestions and comments. We
will start the implementation of the web service once we agree upon
the specification.
