When filing in a project, a working copy of that project should be made.

"Filing in" is a programmers tool. The programmer needs to verify that the file in worked correctly, and then commit the changes.

A project shouldn't have working copies - it should have a history with some history items read-write and some read-only. Or perhaps the concept of a read-only project is overrated and should be removed?
