[Secureideas-base-devel] base_qry_common.php and base_qry_alert.php bugfixes

There was two bugs fixed:
Fixed bug #1371532 First of month timestamp issue (base_qry_common.php)
Fixed bug #1406945 Lost alert order when swiching between payload display (base_qry_alert.php)

Please, upgrade and test.
