[Secureideas-base-devel] BASE and transactions

I was thinking that for archiving purposes, transactions should be used
where possible.  This will insure that the data is deleted and inserted
in one group.

I currently have a problem where the archiving stopped in the middle of
an insert and now will not copy the full alert into the archive.
