#60 standalone maintenance

not to complain about the way things work or have been done, but base_maintenance.pl isn't a standalone maintenance program since it relies on base being online through http(s)

to be standalone it should run the SQL queries itself to update the cache.

I think a php cli script would be the best thing to use and call the update functions from the php cli script would be the way to make it standalone ( or not relying on http )
