Varadaraju, The debugger works on top of the simulator(s51-ucSim). You may want to try the simulator first. Once that works, try the debugger. The debugger has limited capability now. (it needs a developer to care for it) The debugger and simulator only work with the Cygwin library for now under win32. Once these are working, you could try Emacs with them.
