[sdcc-devel] Fixing 6 issues for SDCC 4.5.0 RC3

I think we should fix 6 issues in an RC3:

* The issues fixed by the 4 commits from the next branch I already
proposed (3 documentation issues, 1 about missing python when regression
testing).

* The z80n Windows packaging issue found by Janko
(https://sourceforge.net/p/sdcc/bugs/3820/).

* An sm83 codegen regression found by gbdk developers
(https://github.com/gbdk-2020/gbdk-2020/issues/739).
