That is strange.  Without the .rel files, the libraries won't work.  Where 
did you get sdcc from?  The easiest thing to do now is to reinstall from 
the snapshots in the sdcc web page at

http://sdcc.sourceforge.net/snap.php

Just checked the last windows zip and exe installer and both have the 
libraries complete.
