#3910 smallserpent test fails for z80-related

I wrote an implementation of the Serpent cipher that uses on-the-fly calculation of subkeys to substantially reduce RAM use, but it fails both encryption and decryption tests when compiled for z80-related ports. I'll commit it as support/regression/tests/smallserpent.c.in in the pcq branch.
