The new format .tar.xz can't be uncompressed on iOS, hence the need for a desktop to first uncompress, then install on iPad.
While the old format .tar.bz2 could be uncompressed then installed directly using iFile, for example.

Was unaware that the iOS native archiver did not support xz formats yet.
Reverted the buildbot configuration for iOS devices to using .tar.bz2.
This will take effect in a day or so.
