such a delay usually happens when scrollkeeper download the DocBook DTD
from the net (again and again) because the DTD isn't available on the
local system.

Unfortunately, scrollkeeper does not support a switch like --no-net to
prevent such a bahavior from happening.  (I already file a feature
request concerning this issue, IIRC).
