"Maths" here should be "Math".

The "Utility" term is in reference to the GNOME applet category you see 
when you select an applet to add to a Panel.  You might use the same term 
they used.  "Utilities" is a group of applications.

I think that would be fine.

In the context it is used in, it is referring to a programs which deal 
with sound and, in particular, spoken language.  I guess it would 
primarily contain programs which either generate speech and programs for 
voice recognition.

The term "locale" relates to i18n/l10n.  Here, "Local" is in the context
of one's local computer (the one a person is sitting in front of), in
contrast to a remote server or computer at another location (for example 
that you might log into from your local computer).
