Scott -

Have you followed the instructions on the web page mentioned? The error
here is that the DocBook DTD is not installed and/or not properly
registered with your computer's XML catalog, which is a file that keeps
track of the location of local copies of XML DTD files.

The solution is to install the version of the DTD mentioned on the SK
web page. Do that first, if you've already done that and it still
doesn't work, then we'll proceed to the next step of debugging your
problem.
