We would probably have to create/recommend categories for every
available locale consistently. I mean we should translate the categories
to every locale and promote these categories for the appropriate
locales.

In case we go with a predefined category tree we will have empty
branches. Ignoring them in an XML environment should be trivial and left
to the browser.
