"108 108 T" is impossible. One cannot stay in one place.

"199 200 T" is not on the map.

"108 115 Ship" is missing, as well as the other ways for Mr. X to go by ship.

"0 0 T" -- what's the meaning of this line?

In Java, there's generally no need to preallocate arrays, so the very first line of the file is not strictly necessary.
