#670 Race Points for Reach and Space

When creating a custom race, if I'm selecting a Tiny race and then apply the reach of 0ft/0m (as a tiny creature has), it gives me a -1 to the total racial points.

Reviewing the formula that calculates the reach racial points (and by extension the space racial points), I'm a little confused what it's trying to do. Is there any actual times when either space or reach affects the total race point cost except when you add racial trait or size? And if you are adding racial traits that change your space or reach from whatever size that was selected under size, the racial points should be calculated in the racial traits section, not in the space/reach section. So, why is there any calculation for racial points for either of these sections?
