#1514 Add the option "Line Wrapping with freezing the display"

Steps to reproduce
open the editor Geany
open a new tab
paste a very very long text in the new tab

Result
the cursor is at the end of the paste, but not in the visible area

Expectation
the cursor should be in the visible area

Explication
the display is not freezing and that is the reason why the cursor is not in the visible area

Possible solution
I prefer that the cursor does not disappear what means that when pasting a very very long text, the display will freeze; the option could look like this in Geany: in the Preferences one can deactivate a checkbox at Line Wrapping without freezing the display, so the checkbox is activated by default

Well, I'm user. I didn't ask to set Line Wrapping with freezing the display as default behavior. I just asked to add it as option, so users like me could use it.
