#1134 Read properties from /home/user/.local/share/scite

Because I change quite a lot in the language properties and don't want to append everything I change to my SciTEUser.properties, it would be nice to have if I could move them to /home/user/.local/share/scite
It is possible to put language properties directly into /home/user/, but this is messy for 20+ language properties, even if I can hide them by naming them .cpp.properties
