On Windows 2000, I have my start menu positioned at
the very top of the screen. "Always on top" is true
and "Auto Hide" is false. When SciTE starts, it positions
the upper left cooridantes are calculated without
considering that the start menu obscures everything
under it. The coordinates 0,0 should only start at the
bottom left corner of the start menu when it is in this
position with these properties set.

For now use an initial position that takes your configuration
into account:
position.top=28
Won't be fixed in the near future.

Why not set Sci-Te initial position.top to 28 for first
install? This will help accommodate more user desktops.

The distributed properties files are those that I use all
the time so are much less likely to show bugs. No one would
want to waste 28 pixels of space.
