#1594 Horizontal scrollbar is already scrollable on a new tab

I'm using SciTE 3.4.1 and if I'm opening SciTE with a new tab the horizontal scrollbar is already scrollable.

    SciTE starts with a scroll width that should be enough for most files. This avoids changing the scroll width during use.

    Is this actually a problem if SciTE changes the scroll width as soon as it sees a too long line? SciTE keeps the maximum scrollwidth it has seen anyways so the horizontal scrollbar could begin with being non-scrollable like the vertical scrollbar.

      For most documents, the scrollable width never has to change so this gives a more stable view.
