#150 chewing IM doesn't work with scim input pad's Bopomofo chars

scim input pad should get tone keys added.
Pressing Bopomofo buttons on input pad should be equivalent to pressing Bopomofo keyboard.

I will probably do this myself soon.

    I believe Bopomofo input pad enters Unicode chars for Bopomofo chars that is a problem.
    This is very confusing for 'naive' users attempting to use chewing.
    So the fix seems to be to make Bopomofo input pad have two modes: Unicode and Ascii.
    Then chewing IM should switch Bopomofo input pad into ascii mode while it's active.
    Will probably require global interface additions/changes.
