I would appreciate a lot if the macos release would depend on a lower version of macos.
Currently it seems to require at least 11.6.
There is a lot hardware which cannot be updated to newer macos releases but is running fine besides that.
I have running 10.13.6 here and cannot upgrade.

The lower version of macos is determined by Microsoft on its Azure platform.
However, it is always possible to compile it from source:
