[Schematics-development] WebFileUpload

Someone posting on the Cookbook pointed out that there are broken 
dependencies on the following page:

http://schemecookbook.org/view/Cookbook/WebFileUpload

It seems that the code there depends on CGI and/or MIME-related 
procedures that used to be in the Schematics sourceforge.  It wasn't 
obvious to me where those are now, if they're available at all.

Any ideas?
