Summary: creating 3rd instance failed for TST_InstanceProperties

Initial Comment:
The creating operations failed for attempt to create more 
than 2 instances failed for the  TST_Instanceproperties 
class in the TST_TestInstance provider.  Fail error 
complains instance already existed.
