Add a function that allows to repair broken references within a model and between models.

This is needed in order to repair broken references after upgrading the CIM Schema to a newer version, or when switching between final and experimental versions of the CIM Schema.

The function should allow to select a target model (and package?) and repair all references in that model. References in this sense are all ID references at the .emx level (not CIM References :-).

The repair should be done by searching for the name of the CIM element being referenced, in the right context (e.g. property names in the class context). One requirement is that the new CIm Schema may also have a different package hierarchy, i.e. a class moves between packages. However, in one model there can be only one class of the same name, which allows to search for the class at a model level without having to deal with duplicate class names.
