[Sbcl-devel] Make asdf-install use GNU tar on NetBSD

Hello,

NetBSD's tar is not GNU tar.  Patch below.  

Something similar is done for FreeBSD in the ported asdf-install; I
don't know whether SBCL's asdf-install works there at present.
