#59 Minor JavaDoc issue

The JavaDoc for ContentHandler.startElement states,
"The Parser will invoke this method at the beginning of
every element in the XML document". the capitalization
of "Parser" apears to be a holdover from SAX1 where
there was a Parser class. This should be changed to
either a lower case "parser" or, bettre yet. "XMLReader".
