Since you've used the svn please try:
output.icecast(
  %mp3(stereo=true, samplerate=44100, bitrate=128, quality=5),
  host = "xx.xxx.xxx.xxx", port = 8000,
  password = "xxxx", mount = "radiofeed.mp3",
  radio)

also take a look at:
http://savonet.sourceforge.net/doc-svn/encoding_formats.html

I've done the same thing wrong in the past :-)
