Constellation menu cleanup and categorisation.

More submenus. Now in options-only menu, so we can add different submenu tyoes.

First cut at adding submenus and grouping to the Constellations menu. Finally!

Removing javscript check for cvs web url, as cvs web is no more,
and svn web interface doesn't allow the same direct display.

Adjustments to constellation menu grouping and manual.

Tweaking TLE dialog to say Close, with matching tweaks to
utils special-case put-button-right code and manual screenshot.

Defaulting to a larger coverage map size now that screens are larger.

Improving the options for loading in existing TLEs from Celestrak.
This is all a bit pointless now Celestrak has a way better web-based
viewer - but that doesn't draw coverage circles... yet.

Minor wording tweak.
