#21 Add Operational Periods and a Timeline.

Add the ability to set the start time and duration for the initial response period and subsequent operational periods. Add the ability to record the times of events before and within the search (time subject was last seen, time subject was reported missing, start and duration of initial response period, start and duration of first full operational period, start and duration of subsequent operational periods, etc.).

Added first try at a timeline in revision 35. Used the jaret timebars library to produce a timeline, added support for recording a single operational period's start and duration.
