[Samtools-help] Question Regarding Installing SAMtools in Linux

Hi,
I downloaded samtools-0.1.19 from your website and fallowed the INSTALL
guide in the package, but when I want to run a command in terminal it says
Permission Denied.
I tried the "apt-get install samtools" command but it installs
samtools-0.1.18. although  it works, the varFilter command is not
executable.
would you please help me with the problem installing samtools-0.1.19?
