  xkeyboard-config is the X package containing the xkb layouts.
  It's a dep because one can use this on a CORE installation and thus will need to install this only X package to make it work. No other X11 packages are required.

Oh, I'm sorry, I see I probably got confused. I was reading "x-keyboard-config" instead of "xkeyboard-config" and I couldn't find a package with that name.
