[sahana-maindev] Creating the DMC Branch

Hi Pradeeper,
         We need to create a  separate branch and bug tracker for DMC
deployment.Interns who are not engaged with  NYC deployment can start
submitting bugs under DMC branch till we finish the NYC deployment.
   Also this will initiate the DMC development.
