Is it possible for an implementation to limit the
maximum number of user alarms to one? I don't see
anything in the spec against this. If so, we will have
problems for the many tests that add multiple user alarms.

It is legal, but probably very unusal. The test suite
can return UNRESOLVED those tests that require multiple
user events. Suggest documenting test suite
assumptions and limitations.
