Second condition resulted in an endless loop when I
clicked on resume/requeue...

The too many open files error is a limitation of the
BitTorrent 3.4.2 core (which Rufus uses) and your OS. We
are planning to upgrade to the latest version (which deals
with this) when Bram releases it, or at least add some of
the more useful features to our core.

I'll have a look at the endless auto-restart loop, the
queueing system is due for an overhaul so this should be
dealt with then as it is a result of the current queueing
system. What OS are you running this on BTW?
