[RDT-Dev] Global launch configuration

It would be nice if the launch configuration was more generic so slight
differences in machine configuration dosen't matter.

For instance:
 - different ruby interpreters cause config file to change (maybe just point
to default?)
 - working directory have the ability to be relative to workspace directory.
